Hurdles to hiring 15,000 more immigration enforcement agents

A Department of Homeland Security memo calls for 5,000 new Border Patrol agents and 10,000 new Immigration and Custom Enforcement agents. But hiring that many new people is not easy. In the past, hiring surges have resulted in corruption scandals.
