Racing starts again at Santa Anita Park, after deaths of 23 horses

Santa Anita Park closed in early March after 22 horses died. In response, the track banned drugs and whips, and appointed a director of equine welfare. Track management insisted that horse safety is their top priority. But another horse died last week. Now the park is open again, preparing for the 2019 Santa Anita Derby, a pivotal Kentucky Derby prep race.
