The Federal Department of Housing and Urban Development rejected all the new projects proposed by the City of Los Angeles this year to house homeless people. All $15 million has been given to other cities instead. Homeless advocates say Congresswoman Maxine Waters wants to lobby HUD to get the money back, but that Mayor Villaraigosas's office won’t give her the green light. Erin McMorrow directs housing policy at the LA Coalition to End Hunger and Homelessness.
