The biggest desalination plant in the Northern Hemisphere will go on line in November — providing one tenth of the water supply for San Diego. Santa Barbara is getting a plant out of mothballs, and Huntington Beach wants to be next. No less than 15 legal challenges have been filed against the plant in Carlsbad, and all of them have been denied.
