By comparison to recent mayors of Los Angeles, Eric Garcetti has been lying low — “getting results, not headlines.” Today was his chance to show what that means with his first budget since last year’s election. He wants to get rid of a $242 million deficit and cut the business tax. But, where’s the money to pave streets and mend broken sidewalks? Underfunded pensions have led to bankruptcy in Stockton and San Bernardino. Can that happen here? Does Garcetti’s working document reflect a long-term vision or short-term politics?
