At LA County's Hall of Administration today, public comment was limited to just one minute after hundreds signed up to testify about a proposed increase in the minimum wage. The Board was considering a measure much like one signed into law last month by LA Mayor Eric Garcetti. The increase would be phased in over the next five years from $9 an hour to $15.
