Governor Brown is famously not campaigning for re-election next week so much as he is for favorite ballot measures, including Proposition 1. The product of negotiations between the Governor, the legislature, environmentalists and agricultural interests, it calls for $7.5 billion in bond money for “water quality, supply, treatment and storage projects.” Thirty-six percent would go for water storage, including dams and reservoirs. Only one percent would go for conservation and efficiency. The Natural Resources Defense Council supports Prop 1. Restore the Delta is an environmental group that’s opposes it.
