State officials say we’re about 3.5 million homes short of what we need. Lacking supply and high demand is what’s driving up housing prices in cities like LA. So building up around public transportation could kill two birds with one stone: More housing to help the shortage, and less traffic and pollution. But earlier this year when a state senator proposed a law forcing cities to do just that, it died fast. Now, less than a year later, it’s back.
