Can Facebook launch its cryptocurrency without support of lawmakers?

The House and Senate are looking into Facebook’s plan to launch a currency called Libra. Neither side of the political aisle trusts Facebook, believing it's too big. Facebook has said it won’t launch Libra without regulatory approval, but it’s shown no signs of slowing down.
