The FBI and other agencies are monitoring hundreds of Americans suspected of sympathizing with the Islamic State. Fifty-six have been arrested this year alone for sympathizing with ISIS or trying to join. At what point does a threatening tweet become a “clear and present danger” of possible terrorism to come?
