Proposition 5 promises treatment instead of incarceration for kids with drug problems and non-violent drug criminals. Parolees and prisoners would get treatment too. The nonpartisan Legislative Analyst says the treatment programs would cost a billion dollars a year while saving at least that amount on jails and prisons.
Ramona Ripston may not be a household name to Southern Californians, but for 36 years she had led the local chapter of the American Civil Liberties Union, which definitely is. Yesterday, the ACLU reported that blacks and Hispanics are stopped, frisked, searched and arrested by the Los Angeles Police Department more often than whites, concluding that the LAPD must do more to eliminate bias from law enforcement. Last week, across the street from the Police Protective League, the ACLU opened the Ramona Ripston Center for Civil Liberties and Civil Rights. The Mongols motorcycle gang was formed by Latino rejects from the Hell's Angels. Early this morning, dozens of Mongols were arrested by 1000 heavily armed federal agents and local police in California and five other states. Charges include money laundering, selling drugs and murder.
