We often hear that California is too big to be run efficiently, and every few years someone will suggest yet again that it be split into smaller states. But syndicated columnist Joe Mathews thinks that's tackling the problem from the wrong end. In this edition of Zócalo's Connecting California, he says what we actually need is bigger government--not at the state, but at the county level.
