California lawmakers are targeting Teach for America, which places young college graduates in struggling classrooms. The problem is that many of those teachers don’t get much training on how to teach in challenging circumstances, or they leave after a few years. A bill was introduced in Sacramento earlier this year that would ban schools from hiring teachers from outside groups, especially those that have short-term contracts.
