Last week in Sacramento, three former employees of Duke Energy told a Senate committee the company manipulated production to drive up prices during last year's energy crisis. Although Duke denied the charges, today in Washington, 100 lawyers began negotiating California's claim of 9 billion dollars in overcharges.
